State Attachment of Indian Foreign Service Officer


Sushama Swaraj Institute of Foreign Service (SSIFS) New Delhi sends its Indian Foreign Service (IFS) trainee officers as well as the mid-career officers under MCTP for their state attachment as per their State of choice. This year IFS Officer of 2020 batch Ms Muskan Jindal (UPSC IAS Rank 87) selected H.P. as her choice for the state attachment mainly because she belongs to the Solan District of H.P. Her state attachment started at HIPA on April 7 and ended on April 9, 2021. A few interactive sessions on state specific themes (as required by SSIFS) were organized at HIPA and more interaction was done during various Call Ons with the top dignitaries.  Course Coordinator: Dr. Rakesh Sharma Associate Professor (Economics)

Session on Organisational Values & OLQs


Sh. Neeraj Goel, Senior Technical Director, NIC delivered a motivational talk on the Organisational Values and Officer Like Qualities to the participants of the Induction Training Programme for the ADAs of the Prosecution Department, on 1st March, 2021. Training of Drug Inspectors


Six days training Programme for Drug Inspectors, Department of Health Safety & Regulation, HP was organized at HIPA under the scheme of Strengthening of State Drug Regulatory System, sponsored by the Ministry of Health and Family Welfare , Government of  India 15.3.21 to 20.3.21. 20 participants attended the training programme . Keynote address was given by the Sh. Sumit Khimta , HAS , Director Health Safety & Regulation . Sh. Navneet Marwaha, State Drug Controller and Dr. Manish Kapoor, Deputy Drug Controller were also present in the inaugural session. Sh. Kapil Dhiman, Assistant Drug Controller, coordinated the training programme on the behalf of Directorate of Health Safety & Regulation.

Training was provided on various aspect of Drug & Cosmetic Act, Intelligence gathering, processing of complaints,    processing of complaints, WHO GMP Certification etc.

Sh. Sumit Khimta, HAS Director , Health Safety and regulation presided over the concluding session .Sh. Navneet  Marwaha , State Drug  Controller  was also present on this  occasion.

Training Programme on Manav Sampada


A Training Programme on Manav Sampada (e-Service Book) was organised for Gazetted & Non Gazetted officials of State Government from 12.04.2021 to 13.04.2021. The course was attended by 28 participants from various departments including Health, Police, Revenue, Education, Agriculture etc.The course contents included the topics viz.   Overview of the Manav Sampada (PMIS) application, Objectives, Scope of the Application, Live Demo, Pension module, Department Specific Online Practice Session, Apps (Service Book and Transfer), Submission of online APR and ACR, Demo of Public Portal, Inter Departmental shifting of employees.

Implementation of e-Office


It is a matter of great pride that this Institute has successfully mapped with e-Office application and Institute has switched from manual filling to e-Office w.e.f. 01.04.2021. Before this, the Institute has organized two capacity building programmes of the Officers/ Officials of HIPA on Feb 06, 2021 and March 27, 2021. Implementation of e-office will bring-in more transparency and efficiency with respect to time, and limited man-power, paper usage and record upkeep.

In this sequence, the Institute has organized one more dedicated hands-on session at IT Lab, HIPA on April 22, 2021 in collaboration with Department of IT, GoHP. The participants were detailed with all the steps starting from scratch followed by hands-on. Moreover, the Officials of Establishment and HHCS initiated their files in the programme itself.

Leadership for Decentralized Governance


HP State Institute of Rural Development at HIPA organized a Training Programme for the Newly Elected Chairpersons and Vice Chairpersons of Zila Parishad from 23rd -25th March, 2021. The course was inaugurated bySh. Suresh Bhardwaj, Hon’ble UD Minister, HP. The welcome note was presented by Ms. RakhilKahlon, IAS, Director, HIPA and Vote of thanks was offered by Ms. Jyoti Rana, HAS, Additional Director, HIPA.

It was a novel idea conceived by the top leadership of Panchayti Raj Depttto organize such a course for the Newly Elected Chairpersons and Vice Chairpersons of Zila Parishad as are offered by the leading business schools of the country. The course contents included Leadership in PRIs With Team Work, Interpersonal Behavior, Conflict Management, Leadership for Change, Result Orientation for Development Planning for Performance Management, Motivation, Time & Change Management for Decentralized Governance, Promoting Women Leadership in PRIs, Pursuit of Happiness for Stress Management. All the Districts except Mandi were represented in the course.

 

The valedictory function was presided over by Sh. Virender Kanwar, Hon’ble Panchayati Raj Minister who congratulated them and boost their morale to undertake the responsibility entrusted to them.

Course on GeM & e-Procurement


A Training Programme on GeM & e-Procurement for all departments was organised for from 16.04.2021 to 17.04.2021. The course was attended by 32 participants including Executive Engineer, Section officers, Procurement officers, Project officers and Ministrial staff of various departmets. The course contents included the topics viz. Introduction to GeM, Vision & Purpose of Government e-Marketplace, Procurement Function, Payment Function in GeM, -Tendering Introduction,  Objectives ,implementation prerequisites  and implementation status in Himachal Pradesh, DSC and Software flow, Bid submission, Technical bid opening and Technical Evaluation, Financial opening and Financial Evaluation & Award of Contract/eAuction. Specialized resource persons have delivered the sessions on GeM & e-Procurement.

Induction Training Programme of Executive Officer(s) / Secretaries of Municipal Councils/ Nagar Panchayats


10 days Induction training Programme for newly appointed Executive Officers & Secretaries of Municipal Councils and Nagar Panchayats has been organized by HIPA, sponsored by the Urban Development Department  w.e.f. 23.2.21 to 6.3.21. The training was attended by the 15 participants. Keynote address was delivered by the Mrs. Jyoti Rana, Additional Director, HIPA.Director (Urban Development Department ) also interacted with the participants . He gave overview of the department and their role & responsibility in implementation of various schemes. Sh. Rajneesh, IAS, Principal Secretary (Urban Development) to the GoHP presided over the concluding session of the training. 

Training was imparted on various Schemes implemented by the Urban Development Department such as National Urban Livelihoods Mission,   Atal Mission for  rejuvenation and urban transformation (AMRUT)  Smart city, Swachh Bharat Mission, Pradhan Mantri AwasYojna – Housing for all   etc.

Besides above, the  training on financial matter such as office procedure/conduct rules/financial rules/leave /travelling rules etc was also imparted.

Presentation by the Participants of ADAs Training


For assessment of learningfrom time-to-time, the Director HIPA, Sh. C. P. Verma, IAS, along-with Sh. Nand Lal Sen, Director (Prosecution) & Sh. Jagdish Kanwar, Joint Director (Prosecution), Chaired the presentation sessions of the participants of ADAs Induction Training Programme, on 11th and 20th February, 2021. The participants made elaborate presentations on various topics, such as; Right to Life & Personal Liberty-Article 21, Himachal Pradesh Public Premises & Land (Eviction and Rent Control) Act, 1971, Tribal Customary Laws of Succession in the State of H. P., Section 27 of the Indian Evidence Act, 1872.

Public Service Delivery under Sevottam


Training programme on Public Service Delivery System/Citizen Charter under “Sevottam” was organized w.e.f   4.3.21 to 6.3.21   The course was attended by 12  participants of various departments . The participants were made aware of importance of effective public service delivery in good governance. The course contents included the following topics:-

 1)  Importance of Citizen Charter in Public Service  Delivery

2) Significance of Delivery System in Digital Age

3) Grievance Redressal system and its effective implementation,

4)   Importance of RTI in the transparency and Public Service Delivery

Training-cum-workshop of District Level Election Officers of Election Department


A two days training-cum-workshop of District Level Election Officers of Election Department was organized from 8-9th March, 2021. The course was attended by 23 participants. The course content included the topics viz. E-roll, Legal Provisions, IT Applications being used in Election Department, SVEEP activities, GeM portal, salient features of MCC/EEM, Financial Administration, EVM-VVPAT, etc. The afternoon session of second day of the Workshop was Chaired by Sh. C. Paulrasu, IAS, Chief Electoral Officer, Himachal Pradesh

Office Procedure and Financial Administration


A training program on Office Procedure and Financial Administration was conducted during 15-19, March 2021. A total number of 14 participants from different departments attended the training program. The objective of the program was to provide  inputs on Office Procedure, Financial Administration and Retirement Benefits. The inputs on National Pension System were also provided. The course covered practical aspects of Pay, Pension, Leave and Travelling Allowance Claims.

Noting & Drafting


A training programme on “Noting & Drafting” for Officials of various departments of HP Government was organized from 08.03.2021 to 10.03.2021 for 3 days. The course was attended by 8 participants. The course contents included the topics viz. Effective Communication Skills, Filing System, Internal Decision making in Govt., Practical’s on Noting/Drafting, Case study on Noting, Record Management. The participants found the training to be useful for their official roles and responsibilities.

Training Programme on “Swachh Bharat Mission (Gramin) Phase-II”


During March, 2021, 1 training programmes was organized for District and Block Coordinators working under SBM (G) w.e.f. 9th to 10th March 2021. Total 26 participants attended the training programme.

Objectives

The objective and outcome of this training programme is to aware the staff/PRIs who is directly involved in implementation of SBM (G) Phase-II about the goal, objective, strategy, implementation modality, and monitoring of the programme. The objectives of the training programmewere:

  • To explain the objectives and salient features of SBM (G) Phase-II.
  • To make them understand about the components of the SBM (G) Phase-II.
  • To make them aware about the guiding principal of Phase-II guidelines.
  • To make them understand about the different methods of solid and liquid waste management.
  • To make them aware about the different technological options for Solid and Liquid Waste Management.

Review of Livelihood Activities in Adopted GP Kot


A meeting was organized in Gram Panchayat Kot to review the progress on initiative taken one year before when a skill-based training was imparted to the rural women of the Panchayats in March, 2020. The Gram Panchayat has seen a remarkable growth in terms of livelihood and financial support through the training as majority of the women have got continuous work and demand of pine needle products from their known persons, hotels and other government & private offices.

The progress was also highlighted in the media.
