Training of National Trainers on Census-2021


Sh. Pravesh Kumar, Core Faculty (Watershed Management), SIRD-HIPA and Sh. Diwaker Sharma, Asst. Controller (F&A), HIPA attended the "Training of National Trainers" for Houselisting Operation (HLO) and National Population Register (NPR) for conducting Census-2021 at National Statistical System Training Academy (NSSTA), Greater Noida w.e.f. 14-18 October, 2019. They will act as National Trainers for conducting training programmes for the Master Trainers (MTs) who. further, will be Trainers for the Field Trainers (FTs).

Training of Trainers Programme on “Creation of Task Force of Youth Volunteers for Disaster Preparedness and Response”


Himachal Pradesh State Disaster Management Authority launched a scheme to train the volunteers at panchayat level in various aspects of disaster risk reduction and management by creating at least 10 to 20 trained resources of volunteers in each panchayat within three years of span. Accordingly, in the first phase of the scheme Himachal Pradesh Institute of Public Administrations Fairlawn, Shimla organized Regional Level three days Training of Trainers Programme for the representatives of NGOs District Shimla, Solan, Sirmaur and Kinnaur at HIPA from 21st to 23rd October, 2019, sponsored by Himachal Pradesh State Disaster Management Authority. This programme was attended by 30 participants representing different NGOs from District, Shimla, Solan, Sirmaur and Kinnaur. The main objective behind this programme was to create a cadre of master trainers who can provide their services in capacity building of Voluntaries, offer themselves for effective Disaster Risk Reduction, and to build the capacity of trainees in life saving skills of Medical First Aid, Search and Rescue and Fire Fighting. The participants placed on record full satisfaction, so far as  the course organisation, contents and the quality of presentations made by the different Faculty during various   sessions are concerned.

Information and Communication Technology for Data Management and Analytics


Government of India’s flagship Digital India programme has led to a swift upsurge in the creation of data. Data analytics and its potential integration with the policy making can act as major drivers of improved governance. Data Analytics technologies present a compelling opportunity to bring data from across department silos to get a more comprehensive picture of the development goals of the government. To understand the ICTs for effective planning, management, providing e-services & monitoring, the Institute has organized a Regional Training Programme on the Information and Communication Technology for Data Management and Analytics w.e.f. 15.10.2019 to 17.10.2019 in collaboration with National Institute of Rural Development and Panchayati Raj, Hyderabad. The programme was attended by 24 participants from Kerala, Himachal Pradesh, Rajasthan and Tamil Nadu. The objective of the programme was to equip the participant’s knowledge and skills in rural development planning and management using Information and Communication Technology (ICT), to explore knowledge on Big data and its tools and to develop skills in Analytical tool such as SPSS and MS EXCEL. During the programme, major discussions were carried out on Database, Big data and its tools, Spreadsheet as tool for Data Management & Analytics and SPSS. Shri. G.V. Satyanarayana, Assistant Professor and Shri. K. Rajeshwar, Assistant Professor, NIRDPR, Hyderabad organised the course at HIPA campus.

Evaluation of functioning of SIRD-HP by IRMA


A  team comprising Prof. Madhuri Mehta and Ms. Asmit Vyas, Chartered Accountant from Institute of Rural Management (IRMA), Anand  visited HIPA w.e.f. 9-10-2019  to 11.10.2019  and evaluated the functioning of SIRD-HP  on behest of the Ministry of Rural Development (MoRD), Govt. of India. The MoRD has assigned the task of evaluation, “ Impact Assessment of Training Programmes and Fund Management Pattern” of selected SIRD to IRMA. Sh Satish Chand Sharma, Joint Director, SIRD and other SIRD Faculty Members facilitated the above team in accomplishing the evaluation.

Training Programme on GeM & e-Procurement


A Training Programme on GeM & e-Procurement for all departments was organised for from 18.10.2019 to 19.10.2019. The course was attended by 18 participants including Dyputy director, Asso. Professor, Sr./Jr. Asstt., Clerks & JOA(IT). The course contents included the topics viz. Introduction to GeM, Vision & Purpose of Government e-Marketplace, Creating primary and secondary accounts, Procurement Function, Payment Function in GeM, -Tendering Introduction,  Objectives ,implementation prerequisites  and implementation status in Himachal Pradesh, DSC and Software flow, Bid submission, Technical bid opening and Technical Evaluation, Financial opening and Financial Evaluation & Award of Contract/eAuction. Specialized resource persons from NIC and master Trainer of GeM delivered the lecture during programme.

HIPA Impulse


May, 2019:

The 3 HAS Probationers of 2018 Batch, Sh. Paras Aggarwal, Sh. Sushant Gupta and Sh. Somil Gautam, after completion of their training, got posting as Asstt. Commissioner (Development)-cum-Block Development Officer.

June, 2019:

Sh. Vishal Verma, HPS Probationer 2018 Batch – Who underwent his Foundation Training at this Institute, commanded the Passing Out Parade at the Punjab Police Academy, Phillaur on completion his Professional Training.

August, 2019:

To celebrate “Van-Mahotsav”, the Institute planted “Deodar” saplings around the Campus and also developed an in-house nursery for propagation of plants.

 

Sh. Ankit Sharma, HPS Probationer 2018 Batch –who underwent his Foundation Training at this Institute, commanded the Parade on the occasion of the State Level Independence Day Celebrations at the Ridge, Shimla on 15th August, 2019.

Sh. Neeraj Goel, Sr. Technical Director, NIC at HIPA the delivered Guest Lecturers at the Indira Gandhi Medical College, Shimla on “eGovernance” & “eWaste” to the MBBS Students Foundation Training.

October, 2019:

SWACHHATA HI SEVA in Gram Panchayat Kot


HPSIRD has adopted GP Kot under the “Village Adoption Programme” a NIRD&PR initiative. Nodal officer organized one awareness camp at GP Kot regarding “Plastic Campaign (SWACHHATA HI SEVA 2019)” On 2nd October 2019 a team comprising Dr. Rajeev Bansal, Mr. Pravesh Kumar, Mr. Ravinder Kumar and Mr. Manu Mahajan visited Gram Panchayat Kot. While addressing the Gram Sabha Dr. Rajeev Bansal shared the objective and process of Gram Panchayat Development Plan. Ravinder Kumar discussed about the objectives of Plastic Free Campaign and action required at Gram Panchayat Level. After that, Mr. Pravesh Kumar alerts the Gram Sabha about the alarming situation of water crises. Different modes and methods of water conservation were discussed with the Gram Sabha Members. At last GP Pradhan requested all the Gram Sabha Members to participate in the plastic free campaign to make it all time success. Other activities organized at GP Kot included plastic waste collection in all wards of Gram Panchayat Kot was initiated with the help of school children, SHG members, CBOs and elected representatives of the GP Kot. The Nodal officer ensured that the collection of plastic waste littered at GP Kot for segregation, transportation and its disposal in a safe manner.
