Revenue & Settlement Training for the IAS Probationers


The IAS Probationers of 2017 batch of Himachal Pradesh Cadre, Sh. Zaffar Iqbal, Sh. Shivam Pratap Singh, Ms. Kiran Badana, Ms. Nivedita Negi and Ms. Saumya Jha currently undergoing their District Training at the District Hqs. Hamirpur, Sirmaur, Kangra, Mandi and Shimla, respectively. Within the period of their District Training, the Probationers have undergone a 2 weeks extensive & practical Training in Revenue Administration w.e.f. 10-9-2018 to 06-10-2018 at the Revenue Training Institute, Joginder Nagar followed by a 2 Weeks Survey and Settlement Training with the Settlement Department at their Field Survey Activity in District Sirmaur.

NIRD&PR Off-Campus Regional Training Programme on e-Enablement of Panchayats: PES & PFMS


The State Institute of Rural Development (HIPA) organized a Regional Training Programme on e-Enablement of Panchayats: PES & PFMS in collaboration with National Institute of Rural Development and Panchayati Raj (NIRD&PR), Hyderabad during 08.10.2018 to 10.10.2018. The programme was attended by Master Trainers, Accountants, Jr. Accountants, Panchayat Secretary and Data Entry Operator’s of Department of Panchayati Raj, GoHP. The programme familarized the participants on various IT applications to e-enable the panchayats. The major discussions were carried out on the Panchayat Enterprise Suit (PRIYASoft, m-action Soft, Plan Plus, Local Government Directory and National Asset Directory), Public Financial Management Software (PFMS), eFMS and integration among applications. During the training programme, an exposure visit to Chail Panchayat was undertaken to understand the practical implementation of the IT applications at the Panchayat level. The participants learned the whole process of the panchayats and the integration of IT applications between those processes. The interaction between the participants and faculty was very good and they rated the programme as Very Good. Shri. K. Rajeshwar, Assistant Professor, Centre for Information Communication Technology, NIRD&PR was the prominent expert in the course.

Mountaineering, Revenue & Settlement Training


A batch of 15 HAS and allied Services Officers/Probationers undergone a 2 Weeks Mountaineering Training at the Atal Bihari Vajpayee Institute of Mountaineering and Allied Sports, Manali, w.e.f. 10.09.2018 to 22.09.2018. The Training was aimed at preparing the Officers for the day-to-day challenges to be faced by them during their postings in tough & hilly terrain of the State. Barring the 7 HAS Officers promoted from Tehsildar, rest all the 8 HAS Officers/ Probationers have undergone 2 Weeks Training on Revenue Administration w.e.f. 24.09.2018 to 06.10.2018 at the Revenue Training Institute, Joginder Nagar, where the Officers were apprised about the intricacies of the revenue department, as a whole. The same batch of 8 Officers/ Probationers has also undergone a 5 Weeks Land Settlement Training at the Settlement Department Shimla & Dharamshala w.e.f. 08.10.2018 to 09.11.2018, where the Officers were actively involved in all the stages of the Land Settlement Survey & Document Preparation at their Field Survey Activity in District Solan and Kangra.

INDUCTION TRAINING PROGRAMME


During the September 2018, 12 days Induction Training Programme was organized at State Training Centre, IPH Department (CCDU) Dhangshidhar, Mandi w.e.f.  10th September 2018 to 21st September 2018 for Bilaspur District. The training programme was attended by 47 participants. 

The Induction Training Programme for Group B (Non-gazetted), Group C officers/staff in State aimed at developing generic and domain specific expertise in the cutting edge officers/staff for considerable improvement in government capabilities in order to raise and manage public resources more effectively, develop public service delivery become more inclusive, transparent and accountable. The course contents included Generic Training Programme,Visit to NGOs /Centres of Excellence and Domain specific Training Programme.

The objective of the Programme were to build capacity and competence of State Government functionaries at the cutting-edge level, to target attitudinal orientation, motivation, upgrade knowledge and skill at the time of induction into service, to develop generic and domain-specific competencies, to improve public service delivery by targeting certain specified sectors, to bring about a significant positive change in values and culture of the organizations and to promote Good-governance and citizen-centricity of administration.

Training Programme on E-Procurement


A Training Programme on E-Procurement was organised for Gazetted & Non Gazetted officials of State Government from 05.10.2018 to 06.10.2018. The course was attended by 23 participants including Principals, Section officers, Auditors, Sr./Jr. Assistant, JOA(IT) & Clerks. The course contents included the topics viz. E-Tendering,   Implementation prerequisites  and implementation status in Himachal Pradesh, Software flow, Creation and Publication of Tender, Bid submission, Technical bid opening and Technical Evaluation, Financial opening and Financial Evaluation & Award of Contract/eAuction.

Training Programme on Natural Resource Management


A three days training programme on Natural Resource Management focusing on imparting the technical skills and getting acquainted with latest technologies and innovative practices for better management of natural resources through rural development and other line development departmental schemes/programmes,

 

 

 

was organized by the Institute w.e.f. 15th to 17th October, 2018. The technical sessions having cross-learning experiences for the participants from government & non-government organizations, were organized. The participants were sensitized about the vulnerability in context to the disasters and their effect on natural resources.  Experts and facilitators were invited for different sessions to create a learning environment and giving depth insights on the subjects.

District Level Training Programme on RTI Act-2005 at DC Office Kinnaur


A district level workshop on RTI Act-2005 was organized by HIPA. The course contains included an overview of Right to Information Act, 2005; Case study; Film on RTI; Open house discussion; Powers and responsibilities of PIOs/APIOs; Proactive Disclosure and Record Management; H.P. Right  to Information Rules, 2006; Powers of FAAs; discussion on important judgements; Order writing under RTI Act 2005; Implementation of RTI Act in the State; practical difficulties in disposing of RTI application and suggestions thereof. During this three days training programme 273 participants i.e, FAAs, PIOs and officials dealing with RTI Act-2005 from different governament department of the district were present.

Course on Public Private Partnership (PPP)


A public-private partnership (PPP) is a long-term contract between a private party and a government entity, for providing a public asset or service, in which the private party bears significant risk and management responsibility, and remuneration is linked to performance. A Sensitization Course on Public Private Partnership (PPP) with the same objective was organized from 10-12 October 2018 and was attended by 14 officials from different department. The participant understood the idea that Governments have the greatest gains when the public-private partnership arrangements occurred as a result of competitive bidding.

Course on Communication and Presentation Skills


A Course on Communication and Presentation Skills was organized from 15-17 October 2018 and was attended by 18 officials from different departments of state Government. The Course was organised with the objective to improve performance and understanding human behaviour, to understand the communication process, identifying communication problems and outlining ways to improve and to know more about personal communication, its goals, outcomes, problems and strategies for improvement.This soft skills imparted during the training immensely benefitted the participants who showed their skills in dedicated feedback session before the valedictory session through their presentations.

OPFA


The training program on Office Procedure and Financial Administration from 812th October, 2018 was attended by 50 No. of participants from different departments of State Government. The participants were a mix of Gazetted and Non-Gazetted Govt. Servants. The objective of this training program is to make participants well conversant with various rules applicable in the State for discharging their duties effectively and efficiently. This program provided an insight into Fundamental Rules, Supplementary Rules, Himachal Pradesh Financial Rules, 2009, Budgetary Process, CCS(Pension) Rules, 1972, National Pension System. In this training program, practicals on Pay Fixation, Pension, Leave Rules and TA rules were under taken in order to improve the skills of participants.

Training Programme on Disciplinary Proceedings


The State Institute of Rural Development(SIRD) in consultation with the Department of Rural Dev. & Panchayati Raj had proposed to organize 2 Training Programmes on Disciplinary Proceedings for the officers of the department during 2018-19. One such Training Programme was organized on 22-23rd Oct. 2018 for 14 officers/officials of the department. The programme was focused on CCS (Conduct) Rules,1964, Contemplating Disciplinary Proceedings, Framing of Charge sheet,  Imposition of   Penalties and Dealing of Court Cases. Sh Mohinder Chauhan, Joint Director (Vigilance), Sh. K.K.Sharma, Retd. Controller (Fin.& Acct.) and  Ms. Sonia Banyal, Sr.Law Officer, Department of Panchayati Raj were amongst the Guest Faculty invited for the programme.

Training of Trainers Programme on “Landslides Mitigation” from 4th to 6th October, 2018


 

In collaboration with Himachal Pradesh State Disaster Management Authority and with the technical support of Indian Institute of Technology, Mandi and National Institute of Disaster Management, New Delhi,   a   three days Training of Trainers Programme on “Landslides Mitigation” was organized from 4th to 6th   October, 2018 at HIPA for the Engineers and Officers of line departments. The programme was attended by 28 participants representing different State and Central Government Departments. The main objective behind this programme was strengthening the process of landslide assessment, investigation, mapping and management so as to reducing landslide losses.

The programme result into creation of a pool of trained human resources who can cater to the needs for assessing landslides risks and help in managing them or reducing their risks at district, state and national levels; Capacity building on reliable and credible system for landslide risk management and networking and co-ordination among various stakeholders.

Induction Training programme for Area Coordinators under NRLM


As per the request of HPSRLM 5 days Induction Training programme for Area Coordinators was organized by HPSIRD at I&PH Training Centre, CCDU Mandi w.e.f. 13th to 17th October 2018. The training was attended by 20 Area Coordinators from different districts. NIRD&PR, NRLM Resource Cell provided resource persons for organizing this training programme. The to develop participants understanding on the Vision, Mission, Goals and Core values of NRLM and the different strategies adapted  to achieve the goals and  over  all   implementation process across the country; to enhance the participants knowledge on the roll out strategy of different components such as Social Mobilisation, Social inclusion, Institutional Building, Capacity Building, Financial Inclusion, Gender, FNHW, Convergence and also on the Livelihoods Promotion in the context of National Rural Livelihood Mission and to provide clarity on the rollout strategy of  NRLM in newly selected blocks/Villages

District Level Programme on “Incident Response System”


In Collaboration with Himachal Pradesh State Disaster Management Authority and District Administration Kinnaur the Institute organized district level three days Basic and Intermediate Programme on “Incident Response System” from 15th to 17th October, 2018 at Rekong Peo. The target group of this programme consisted, Officer from District Administrations, IRT Team and HoDs/Senior Officers from different departments of District Kinnaur.  The programme was attended by 40 participants representing different State and Central Government Departments of the District. The three days programme was inaugurated by Shri Gopal Chand, IAS, Deputy Commissioner Kinnaur.  After the Inaugural address of Chief Guest, National Level eminent Resource Person, Col. V N Supanekar (Retd.), Director, Disaster Management Centre YASHADA, Pune, Government of Maharashtra presented the overview of the three days IRS programme. The main objective behind this programme was to follow the    Guidelines on the Incident Response System (IRS) issued by the National Disaster Management Authority (NDMA)for effective, efficient and comprehensive management of disasters in the State of Himachal Pradesh and pre-designate the officers to perform various duties as well as train them in their respective roles and responsibilities. During the three days duration of the programme Col. V N Supanekar (Retd.), imparted information on all the modules of basic and intermediate Course of Incident Response System. All the participants shown keen interest and attention in all the sessions and participated actively in group works and discussions also.  The Chief Guest for closing session was Shri Surender Thakur, HAS, AC to Deputy Commissioner, Kinnaur who  presented  the closing address and also took the feedback from the participating officers  regarding the three days programme  and thereafter the participation certificates  were distributed.

Basic concept of PowerPoint application, Slide background, Design & theme effects, Slide transition, Action buttons, Creating hyperlink,  Creating charts, Do’s & Don’ts in Making Presentations, Insert movie/sound, Custom animation, Setup show, custom slide show, using pen colour, Printing option in PowerPoint, rehears timing, slide sorter, Master Slide etc.

Disciplinary Proceedings


The training program on 15-17th October, 2018 was attended by 28 No. of participants from different Departments of State Government. The participants were a mix of Gazetted and Non-Gazetted Govt. Servants. The objective of this training program is to make participants well conversant with Constitutional Provisions i.e Art.309-311 of the Indian Constitution, CCS(Conduct) Rules 1964, CCS(CCA) Rules, 1965, Penalties for violation of conduct rules and effects of penalties on Pay and other benefits of Govt. Servant.
