Training Course for Master Trainers on Census 2021


As a part of preparations for ensuing Census 2021, the week-long training of trainer programme (TOT) for developing Master Trainers ended successfully at Himachal Pradesh Institute of Public Administration (HIPA), Fairlawn. While addressing the inaugural session on 18th November, Sh. C.P. Verma, IAS, Director, HIPA had said that the Census operations are of paramount importance to a nation. This time, the capture of data for National Population Register is making the task all the more important. Master trainers play an important role in building an environment for correct data capture. Hence the training must be taken seriously and the doubts must be resolved through feedback. Eighteen master trainers identified reasonably from administration and teaching faculties of colleges. These master trainers would train around 450 field trainers in the state which would further train around 19500 enumerators and supervisors for 2021 Census. Four National Trainers, who were imparted training by the Census Department at national level, took sessions from 9 am to 6 pm in all week days.

Dr. S. K. Kapta, IFS, Director of Census Operations (DCO)/Director of Citizen Registration (DCR) was present in the Valedictory Session. He expected that the six days rigorous training with class room sessions and hands on training has enriched the capacity of participants for imparting effective training to the field trainers.

Sh. Rajender Prasad, Deputy Director Census DCO H.P. said that data would be collected through a specially-designed mobile app for the first time. Sh. Praveen Kumar, Assistant Director Census DCO H.P. said that the monitoring of the entire field operation would be done through the portal called Census Monitoring and Management System. National Trainers  Sh. Diwakar Sharma and Sh. Pravesh Kumar dedicated some specialized sessions on Direct Trainer Skills (DTS) as per the standardized training modules of DoPT, Govt. of India. Ms. Jyoti Rana, HAS, Joint Director, HIPA and Dr. Rakesh Sharma, Programme Coordinator were present on the occasion.

Training programme on “Integrating Disaster Risk Reduction (DRR) into Rural Development Policies and Programmes” from 6th to 8th November, 2019.


 Himachal Pradesh Institute of Public Administration Fairlawn, Shimla organized a three days training programme only for Women participants on “Integrating DRR in Rural Development Policies and Programmes” from 6th to 8th November, 2019 at HIPA, Fairlawn, Shimla.  The course had been designed for the functionaries from line Departments including Revenue, Rural Development, Women & Child Development, Health, PRI, Municipalities, I&PH, Police, Home Guards, PWD, Agriculture, Horticulture, Education, Animal Husbandry, etc dealing with the subject related to disaster management concerns. This programme was attended by 40 women participants only representing different Government departments, PRIs and ULDs sectors of Himachal Pradesh.

The course contents included Familiarization and Expectation Setting; Basic Concepts of Disaster Management; Institutional Framework: DRR overview; Vulnerability Profile of Himachal Pradesh; HRVC: Concept, Tools and Techniques & Mainstreaming DRR into PRI Sector; Village Disaster Management Plan: Need, Framework and Process & Preparation of Family Disaster Management. The participants placed on record full satisfaction, so far as  the course organisation, contents and the quality of presentations made by  specially NIDM Faculty and other different Faculty during various sessions are concerned. All the participants suggested that the such programme may be repeated for the same participants in the next year also and the NIDM Faculty assured that the such programme with the same participants will be organized at Block /Village level in the coming year.

One day Orientation Workshop on “New HPSDMA Portal” organized on 30th November, 2019 at HIPA


Himachal Pradesh State Disaster Management Authority in association with Disaster Management Centre, Himachal Pradesh Institute of Public Administration Fairlawn, Shimla organized on day Orientation Workshop on “New HPSDMA Portal” for the Nodal Officers of Sectoral Departments and EOC Staff Members of HPSDMA & DDMAs at HIPA on 30th November, 2019. The HPSDMA has developed a Daily Loss and damage software and to make this software operational, it was decided to trained the EOC staff of HPSDMA, DDMA and Nodal Officers for Disaster Management from the sectoral Government   departments of Himachal Pradesh this one-day workshop was organized at HIPA. This programme was attended by 52   participants representing different Government departments, HPSDMA & Different DDMAs of Himachal Pradesh.  The main aim of this orientation workshop was to sensitize/facilitate the above participants of this workshop so as to upload daily loss and damage report related to their particular districts. The participants placed on record full satisfaction, so far as  the  workshop organized  contents and practical sessions with the quality of presentations made by  the Faculty during  different sessions by orientation and hands on trainings are concerned.

Office Procedure and Financial Administration


A training programme on Office Procedure and Financial Administration was organized from 04.11.2019 to 08.11.2019 for 5 days. The course was attended by 66 participants. The course contents included the topics viz. General Service Conditions, Financial Rules, Leave Rules, TA Rules, Pension Rules, Pay fixation. The participants found the training to be useful for their official roles and responsibilities.
