ToT on Sustainable Development Goals
A Training of Trainers Programme on Sustainable Development Goals (SDG’s) from 26th-30th November, 2018 at HIPA was organised in pursuance of request received from Planning Department, Govt. of HP. The Institute has been invited by Planning Department for technical cooperation project on capacity building for Sustainable Development Goals. In this regard, trainers manual and training module have been prepared by the Institute. The same manual and module have been pilot run for the present programme.

The course aimed at capacity development of the officers/professional on the Sustainable Development Goals with a view to impart training to different stakeholders in future training courses. The course had the objective to sensitize the officers/professional about the vision for development & the journey from MDGs to SDGs, Awareness of global commitment for SDGs and localizing SDGs in respective department context besides their monitoring & evaluation. The officers with good communication skills besides experience of social development sector were invited as trainees in this course who could be potential trainers for the future programmes. The course was attended by 17 participants from different development departments of state. The 17 goals in broader categories of economic, social and environmental sections were addressed in detail with activity based learning.

State Level Training Programme on “Gender Budgeting”
Himachal Pradesh Institute of Public Administration Fairlawns, Shimla organized a three days State level training programme on “Gender Budgeting” from 19th to 21st November, 2018 in this Institute collaboration with Ministry of Women and Child Development Government of India. The objective behind this programme was to build understanding of Gender Responsive Budget as a tool for promoting gender equality, equity, and also mainstreaming gender in planning and budgeting process. This programme was attended by 39 Officials representing different State Level Departments, Corporation and Boards of Himachal Pradesh Government. During the programme the topics deliberated comprised :- Gender and Basic Concepts; Gender Budgeting, Mainstreaming and Concerns in various Ministries; Gender Budgeting in Himachal Pradesh – Different Schemes, Policies & Programmes of WCD in H.P. - Experience Sharing with Participants; Gender Profile of H.P; Budget Making Process; Incorporating Gender in the Budgeting Process; Gender Responsive Budget; Gender Budget Statement – Evaluating Performance; Relevance of Outcome Budgets; The Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal Act, 2013.) Provisions & Issues; Gender Concerns in Health.

Training Programme on RTI Act-2005
A three day training course was organized 01-11-2018 to 03-11-2018 which included an overview of Right to Information Act, 2005 ,Case study,Film on RTI, and Open house discussion. Powers and responsibilities of PIOs/APIOs. Proactive Disclosure and Record Management .H.P.Right to Information Rules, 2006 . Powers of FAAs Discussion on Important Judgement Order writing under RTI Act 2005. Implementation of RTI Act in the State Practical Difficulties in disposing of RTI Application and suggestions thereof; H.P. Public Service Guarantee Act, 2011;H.P. Public Service Guarantee Rules, 2011; Office Procedure; Record Management; Noting & Drafting.
This training programme was attended by 25 officers/officials of different government department/board/ and corporation of the state who are working as FAAs, PIOs and officials dealing with RTI Act-2005.

Noting & Drafting
Training course on " Noting & Drafting" a three days training programme for non-gazetted officials of HP Govt./Board/Corporation was conducted w.e.f. 26.11.2018 to 29.11.2018 . Total 32 participants, out of which 80 % were new recruits participated in the said training. The course was divided into theory and practical sessions to ensure the participation of all the participants. 6 groups were constituted and the performance of each group was very good. Overall response of the participants was very good.

Office Procedure and Financial Administration
The training program on OPFA was organised 12-16th November, 2018 was attended by 34 No. of participants from different departments of State Government. The participants were a mix of Gazetted and Non-Gazetted officials. The objective of this training program is to make participants well conversant with various rules applicable in the State for discharging their duties, effectively and efficiently. This program provided an insight into Fundamental Rules, Supplementary Rules, Himachal Pradesh Financial Rules, 2009, Budgetary Process, CCS(Pension) Rules, 1972, National Pension System. In this training program, the practicals on Pay Fixation, Pension, Leave Rules and TA rules were undertaken in order to improve the skills of participants. In addtion to above, a special session was conducted on Financial Literacy by SEBI where participants were made aware of various financial frauds.

Training Programme on PFMS was organised for Gazetted & Non Gazetted officials of Women & Child Development Department in 22-11-2018. The course was attended by 61 participants including DPOs, CDPOs, Sr. Asstt./ Jr. Asstt., JOA (IT) & Clerks. The course contents included the topics viz. A Training Programme on Manav Sampada a software for human resources management was organised for Gazetted & Non Gazetted officers/officials of State Government from 01.11.2018 to 02.11.2018. The course was attended by 27 participants including Principals, Auditors, Superintendents, Sr. Asstt./Jr. Assistants JOA(IT), Clerks,. The course contents included the topics viz. Overview of the Manav Sampada (PMIS) application, Objectives, Scope of the Application, E-Service Book, Process Re-engineering involved, Integration with other application Benefits,Live Demo, Pension module, National eHRMS Model, Department Specific Online Practice Session, Apps (Service Book and Transfer), Submission of online APR and ACR, Demo of Public Portal, Inter Departmental shifting of employees.

Training Programme on Basic Computer Literacy
A Training Programme on Basic Computer Literacy was organised for officers/officials of State Government from 12.11.2018 to 16.11.2018. The course was attended by 29 participants including Principals, Auditors, Sr./Jr. Assistant, Clerks and JOA. The course contents included the topics viz. Basic Concept of Computer, Various formatting features, Bullets & Numbering, Working with Indents: types of indents, Handling Tables: Creating & modification of tables, merge & split table, Design formats, layouts, Online Services, Basics of Internet, Creating and using e-mail account, Cloud Computing Concept, Handling printer, Scanning of documents etc.

Disciplinary Proceedings
The training program on 19-21st November, 2018 was organized which was attended by 30 No. of participants from different departments of State Government. The participants were a mix of Gazetted and Non-Gazetted Govt. Servants. The objective of this training program was to make participants well conversant with Constitutional Provisions i.e Art.309-311 of the Indian Constitution, CCS(Conduct) Rules 1964, CCS(CCA) Rules, 1965, Penalties for violation of conduct rules and effects of penalties on Pay and other benefits of Govt. Servant.
