Institutional Training Programme for IAS Probationers ( 2018 batch)
A batch of five IAS Officer-Trainees of 2018 batch joined this years Institutional Training Programme that started on 25th May, 2019 and closed on 27th June, 2019. During this period, Officer-Trainees were provided deep insight into the various issues and policies/programmes of Himachal Pradesh. Call on to important dignitaries in Government and Administration enriched their understanding of state issues and the policies. In the last week of programme, Officer-Trainees also visited the Tribal Districts of Kinnaur and Lahual Spiti and interacted with the officers of District Administration and other important departments to learn the special administrative functions and needs of citizens living in these interior areas.

Committee on Better organisation of Training Programmes
A Committee was constituted by Director HIPA under the Chairmanship of Sh. Satish Chand Sharma, Joint Director (Trg. & Res.) to give its recommendations for better organisation of training programmes, especially IAS & HAS training courses. The other members of the committee included Dr. Rakesh Sharma, Associate Professor (Eco. Admn.); Dr. Rajeev Bansal, Dy. Director (Res.); Sh. Sandeep Kumar, Assistant Professor (IT); and Sh. Pravesh Sharma, Core Faculty (WM). The committee was entrusted the responsibility to
suggest appropriate designs to impart professional knowledge and skills, promote better understanding, develop right attitudinal orientation with focus on learning following appropriate training techniques and delivery mechanisms; to consider and propose appropriate training techniques to develop competencies of the officers to perform efficiently across differing situations and contexts which demand a systematic approach to training; to examine and review the training modules/course contents for the last three years; to suggest new topics to be included in general and revenue & criminal case processing in specific in curriculum for practical orientation of the officers to manage such cases in job situations and to follow the spirit of national and state training policy, vision followed in trainers development programme propounded by DoPT in pursuance of the modules developed by Thames Valley University, London.
The considered different dimensions on the basis of the inputs received from different stakeholders. The issues come forth comprised mostly the change in the delivery mechanisms for imparting training which demanded a radical change in the training techniques. The committee, after giving due consideration to the dimensions reported, submitted its report and recommended Usefulness of Training, Modules/Contents, Focus of Learning, Competency Development, Training Techniques, Revenue & Criminal Law Disciplines, New Topics to be Covered and Topics of lesser Significance as the significant elements to be incorporated in the training modules.

Adolescent sanitation practices and infrastructure facilities in Himachal Pradesh
Himachal Pradesh is one of the leading states in respect of achieving Open Defecation Free (ODF) status in the country. District Hamirpur became the state’s first ODF district in 2009-10. Many research studies have been undertaken by different agencies from time to time in respect of Individual Household Latrines (IHHL) coverage but status of schools sanitation where the girls spend a large amount of their time has still not been addressed. . School sanitation status of District Hamirpur needs to be studied to especially availability of toilets in the schools. A study of Knowledge, Attitude and Practices for Adolescent sanitation practices and infrastructure facilities in Himachal Pradesh has been awarded to Department of Management and Humanities, National Institute of Technology, Hamirpur, HP. The study aims to study knowledge attitudes and practices of adolescents regarding sanitation in schools; to study the functionality issues of existing toilets in the Schools and to examine and analyse the barriers, gaps. The study will be carried out in district Hamirpur and primary data will be collected with the help of questionnaires/interview schedules. The respondent schools; high and senior secondary schools (where the target sample exist) will be selected by using stratified random sampling method. Out of 83 senior secondary schools and 61 high schools, a 10% sample will be taken representing social, economic and geographical dimensions of the area. The study will make suggestive interventions required for improvement based on the findings of the study.The study will be completed in a period of 120 days from the date of the receipt of the funds.

Training Programme on Samgr eSamadhan
A Training Programme on Samgr eSamadhan was organised for officials of State Government from 09.05.2019 to 10.05.2019. The course was attended by 22 participants including project Assistant, JOA(IT), Section officers, Motivators, Clerk and computer operators. The course contents included the topics viz. overview of Samgr eSamadhan, Architecture and work flow of Samgr eSamadhan, New Features of application, Integration with Jan Manch and CM RefNIC.

Disciplinary Proceedings and Conduct Rules
A training programme on Disciplinary Proceedings and Conduct Rules applicable to civil services was organised from 8.5.19 to 10.5.19 for 3 days. The course was attended by 16 participants including Gazetted & Non-Gazetted Government servants of HP. The course included the discussions on Constitutional Provisions related to Civil Service, Central Civil Service, Central Civil Service (Conduct Rules) 1964, Suspension, Reinstatement, Entitlements during suspension, Contemplating Disciplinary Proceeding, Framing of Charge Sheet, CCS (CCA) Rule, 1965, Implementation Issues in Imposition of Penalties, and Effects of penalty on pay. The course contents were highly appreciated by the participants.

Training Programme on Orientation Schemes for WCD Department
A Training Programme on Orientation Schemes for Women and Child Development for WCD Department was organised for officials of WCD Department from 03.05.2019 to 04.05.2019. The course was attended by 47 participants including DPO, Consultants, Distt. Programme Coordinators, Block Coordinators, Office Assistant, JOA(IT) and Data Entry Operators. The course contents included the topics viz. Overview of various schemes implemented by WCD, Integrated child protection schemes, juvenile justice, Child development services, Components under ICDS-CAS, PMBSY, PMJJBY, Components of Poshan Abhiyan, Supplementary programmes, PMMVY common application software, SAG, Financial Management etc. Specialized resource persons from the WCD Department delivered the lectures on various themes. Sh. Rajesh Sharma, IAS Director WCD along with Dr. Bhawna, HAS, Joint Director gave their valuable remarks during inaugural session of the programme.

Training Programme on GST, OPFA & RTI
A Training Programme on GST, OPFA & RTI was organised for officials of Horticulture Department from 08.05.2019 to 10.05.2019. The course was attended by 41 participants including Finance and Account Assistant, Procurement Assistant, Management Assistant, Management Accounts, Procurement, Office assistant. The course contents included the topics viz. GST: A General Introduction (Meaning, Taxes subsumed by GST, Benefits of GST), Main features of GST (Scope of GST; Meaning of SGST,CGST,IGST; Exemptions, Tax Slabs), Specific Provision of GST(Registration, Returns, ITC, Place/Value of supply GST provision related to Government Departments, TDS, TCS etc; An overview of Right to Information Act 2005, Powers and Responsibilities of PIOs/APIOs, Proactive Disclosure and Record Management, HP Right to Information Rules, 2006, Implementaion of RTI Act in the State, Practical difficulties in disposing of RTI Applications, Powers of FAAs, Discussion on important judgments, Order writing under RTI Act 2005, Noting & Drafting, OPFA, File Management, TA , DA & Medical Rules.

RTI Act-2005 & H.P. Public Service Guarantee Act-2011
A training programme on RTI Act-2005 & H.P. Public Service Guarantee Act-2011 was organised from 1-3th May, 2019 which included an overview of Right to Information Act, 2005, Case Studies, Powers and responsibilities of PIOs/APIOs. Proactive Disclosure and Record , Powers of FAAs, Discussions on Important Judgments, Order writing under RTI Act 2005,Implementation of RTI Act in the State, Difficulties in disposing of RTI Application, And suggestions thereof. PSG Act-2011 & PSG rules 2011, Office procedure, Noting & Drafting, and record management. This training programmme was attended by 12 participants from different departments of the state.

Office Procedure and Financial Administration
A training programme on Office Procedure and Financial Administration was organised from 13.05.2019 to 17.05.2019 for 5 days. The course was attended by 25 participants Gazetted Government Servants .The course contents included topics on Stress Mangement through Soft Skills, Budget, FR and Pay Fixation,CCS (Leave) Rules, Pension Rules, NPS, TA/LTC Rules, Procurement of Goods, e-procurement, Gem and Inventory Management, HPFR 2009, Digital Literacy Mapping, Group Discussion etc. .The participants highly appreciated the course, however, they suggested that the duration of the course be increased and one session of each Noting & Drafting & CCS(Conduct) Rules may be included.
