RD&PR Department Performance Review Meeting Shimla LS Parliamentary Constituency & District Kinnaur.
One day Review Meeting was organized on 18-01-2019 at HIPA wherein Hon’ble RD&PR Minister and Secretary RD&PR evaluated the progress of all the schemes being implemented by RD&PR Department in the Shimla LS Parliamentary Constituency & District Kinnaur. The review meeting was attended by 62 officers from amongst the ADCs, POs DRDA and BDOs.

Training Programme on Double Entry Accounting Software
A refresher training programme on Double Entry Accounting Software (DEAS) was organized by the Institute for the Senior & Junior Assistants of different Blocks of the Rural Development Department of Himachal Pradesh. The programme was attended by 25 officials and organized during 14.01.2019 to 18.01.2019. The programme was divided into three parts viz. “Concept of Double Entry Accounting System”, “Double Entry Accounting Software” and “Installation, LAN execution and Troubleshooting of Double Entry Accounting Software”.

RTI Act-2005 & H.P. Public Service Guarantee Act-2011
A traininig programme was organsied from 28-01-2019 to 30-01-2019 which included an overview of Right to Information Act, 2005, Case Studies, Powers and responsibilities of PIOs/APIOs. Proactive Disclosure and Record , Powers of FAAs, Discussions on Important Judgments, Order writing under RTI Act 2005,Implementation of RTI Act in the State, Difficulties in disposing of RTI Application, And suggestions thereof. PSG Act-2011 & PSG rules 2011, Office procedure, Noting & Drafting, and record management. The training programme was attended by 26 participants from different departments of the state.

District Level Basic and Intermediate Programme on “Incident Response System”
Himachal Pradesh Institute of Public Administration Fairlawn Shimla in Collaboration with Himachal Pradesh State Disaster Management Authority and District Administration Una organized district level three days Basic and Intermediate Programme on “Incident Response System” from 3rd to 5th January, 2019 at Una. The main objective behind this programme was to follow the Guidelines on the Incident Response System (IRS) issued by the National Disaster Management Authority (NDMA)for effective, efficient and comprehensive management of disasters in the State of Himachal Pradesh and pre-designate the officers to perform various duties as well as train them in their respective roles and responsibilities.
The programme was attended by 45 participants representing different State level Government Departments of the District and IRT Team of District Una. The three days programme was inaugurated by the Assistant Commissioner to the Deputy Commissioner, Una. During the three days duration of the programme, Shri Rajesh Bhatia imparted information on all the Modules of Basic and Intermediate Course of Incident Response System. It was a diverse group of participants and this enriched overall learning and training objectives at the end of this programme. At the end of the programme participation Certificates were distributed by the Guest Faculty Shri Rajesh Bhatia to the participants.

A Training Programme on "E-Governance" was organised for Gazetted & Non Gazetted officials of State Government from 09.01.2019 to 10.01.2019. The course was attended by 11 participants including Principals, Superintendent, Sr. Asstt and Clerks. The course contents included the topics viz. Cloud computing concept, Changed form of Governance in Digital Age, Digital India and Moving towards E-Governance in Himachal Pradesh.

Off Campus District Level Basic and Intermediate Training Programme on “Incident Response System”
Disaster Management Centre, Himachal Pradesh Institute of Public Administration Fairlawn Shimla in Collaboration with Himachal Pradesh State Disaster Management Authority and District Administration Hamirpur organized district level three days Basic and Intermediate Training Programme on “Incident Response System” from 7th to 9th January, 2019 at Hamirpur. The programme was attended by 35 participants representing different State level Government Departments of the District and IRT Team of District Hamirpur. The three days programme was inaugurated by Shri Rattan Gautam, ADC, Hamirpur. After the Inaugural address of Chief Guest, the Guest Faculty Shri Rajesh Bhatia presented the overview of the three days IRS programme. During the three days duration of the programme Shri Rajesh Bhatia imparted information on all the Modules of Basic and Intermediate Course of Incident Response System. All the participants have shown keen interest and attention in all the sessions and participated actively in group works and discussions also. It was a diverse group of participants and this enriched overall learning and training objectives at the end of this programme. The Chief Guest for closing session was Dr. Richa Sharma, Deputy Commissioner, Hamirpur who presented the closing address and also took the feedback from the participating officers regarding the three days programme and thereafter the participation Certificates have been distributed to the participants by the Chief Guest.

The three days programme was inaugurated by Shri Shrawan Manta, ADM, Bilaspur. Col. P. K. Pathak (Retd.), former Consultant, NIDM, New Delhi imparted information on all the Modules of Basic and Intermediate Course of Incident Response System. At the end of the programme participation Certificates were distributed to the participants by the Resource Person Col. P. K. Pathak (Retd.), former Consultant, NIDM, New Delhi.

The course was attended by 30 participants including Principals, Sr. Asstt./Jr. Assistant & JOA(IT). The course contents included the topics viz. Overview of the Manav Sampada (PMIS) application, Objectives, Scope of the Application, E-Service Book, Process Re-engineering involved, Integration with other application Benefits,Live Demo, Pension module, National eHRMS Model, Department Specific Online Practice Session, Apps (Service Book and Transfer), Submission of online APR and ACR, Demo of Public Portal, Inter Departmental shifting of employees.

Institute organized a training course from 28/01/2019 to 01/02/2019 on the theme Participatory Planning for line development departments. A total of 37 participants participated in the programme where discussions were held on "GPDP", "convergence with various departments" , "14th FC", "SDG", "Women participation". The participants appraised the programme.

INDUCTION TRAINING PROGRAMME
During the January 2019, 12 days Induction Training Programme was organized at HIPA w.e.f. 14th January 2019 to 25th January 2019 for trainees hailing from Una District. The Induction Training Programme for Group B (Non-gazetted), Group C Officers/staff in States aimed at developing generic and domain specific expertise in the cutting edge officers/staff for considerable improvement in government capabilities.
The objective of the Programme included To build capacity and competence of State Government functionaries at the cutting-edge level; to target attitudinal orientation, motivation, upgrade knowledge and skill at the time of induction into service; to develop generic and domain-specific competencies; to improve public service delivery by targeting certain specified sectors; to bring about a significant positive change in values and culture of the organizations and to promote Good-governance and citizen-centricity of administration.

Training of Trainers Programme on “Strengthening of Techno Legal Regime to Ensure Structural Safety”
Three days Training of Trainers Programme on “Strengthening of Techno Legal Regime to Ensure Structural Safety” was organized at IIT Mandi by H.P. Institute of Public Administration (HIPA), Fairlawns, Shimla and Himachal Pradesh State Disaster Management Authority from 21st to 23rd January, 2019. The objective of this course was to train the officials to ensure safe construction by following the existing laws, development control rules and building byelaws and to make their use mandatory for effective techno-legal regime in the State.
The programme has witnessed total 33 participation from various departments of Himachal Pradesh State Govt. and nominated practicing structural engineers, apart from 10 structural engineering students of IIT Mandi. The group included Engineers from HPPWD, I&PH, HPSEB, Town and Country Planning and several others from Bilaspur, Chamba, Dharmshala, Hamirpur, Kullu, Mandi and Una.
In the inaugural session Dr Viswanath, Acting-Chairperson, School of Engineering (SE) who introduced IIT Mandi and School of Engineering to the participants and extended the possible support from IIT Mandi towards the natural disaster management and response. Prof. S. C. Jain, Dean (Infra), IIT Mandi elaborated the vision of IIT Mandi and encouraged the participants on productive discussion and knowledge sharing. Later, Dr. Maheshreddy Gade and Dr Sandip Kumar Saha conveyed the importance and schedule of the programme.

The programme was attended by 49 participants representing different State level Government Departments of the District and IRT Team of District Mandi. Col. P. K. Pathak (Retd.), former Consultant, NIDM, New Delhi imparted information on all the Modules of Basic and Intermediate Course of Incident Response System. All the participants showed keen interest and attention in all the sessions and participated actively in group work and discussions. The Chief Guest for closing session was Shri Raj Krishan Thakur, AC to Deputy Commissioner Mandi, who addressed the participants and distributed the participations.

Training on Mobile App Development for Northern State Centres of NIC
On request from the Training Division of NIC Hqs., Govt. of India, the Institute has organised a High-end Technology based “Training on Mobile App Development” w.e.f. 31st December 2018 to 4th January 2019 for the Northern State Centres of NIC. The programme has been attended by 32 Officers/Scientists in the rank of Systems Analyst to Technical Director from NIC Rahasthan, Uttar Pradesh, Delhi State, NIC Hqs., Uttrakhand, Haryana, Punjab, Chandigarh, Jammu & Kashmir and Himachal Pradesh such a purely technical training programme has been organised at this Institute, after the setting-up of State-of-the-art IT Labs with 37 number of 64 bit Core-i7 Computer Systems with 8 Gb RAM backed by NKN and Campus wide Wi-Fi. The programme Faculty headed by the Deputy Director General-cum-SIO, NIC Kerala, Sh. T Mohan Dhas comprising 5 key members engaged in Mobile App Development had come all the way from NIC Kerala’s Mobile App Competency Centre.
The Valedictory session of this training was convened on Video Conferencing from NIC Hqs., New Delhi by the Director General, NIC, Smt. Nita Verma Technical Director-cum-HOD (Training), NIC Delhi.
While interacting with the DG NIC & giving their feed-back about the training programme, each one of the 32 participants, guest faculty from NIC Kerala, HOD Training from NIC Delhi, SIO NIC Himachal Pradesh & other Officers present, have whole heartedly appreciated the residential nature of the training programme, the lab facilities at HIPA, hospitality of the Institute, nice & cordial behaviour of the HIPA staff and course team, extended working schedule to harness the maximum inputs from the guest faculty, number of recreational activities and of course the warm, caring & flawless coordination.
The participants also conveyed their special thanks to the team from Kerala and shared their learning experience, the knowledge gained and about the Mobile Apps they would like to develop after going back to their places of work.
At the end, the DG NIC while conveying her sincere thanks to the Director, HIPA, appreciated the efforts put-in by one and all. Over whelmed by the success of this training programme, the DG also assured to work-out a detailed proposal to organise more such trainings and other programmes in future at HIPA.

Overview of MIS, Online Process of Registration of Charitable Societies/NGOs, Authorities involved etc., Process of Filling online application by the applicant, monitoring of application status, fee submission and downloading system generated Registration Certificate, Process of Approval of Application by the Authorities, Backlog entry of already registered Societies, Registration of Societies under Act 2006, Court case monitoring (Arbitration), Case Diary and Case Filing, Authorities involved etc. Case adjudicating, its online process (various stages of case, transfer of cases etc.), Authorities involved etc. Website management and administration, Monthly and Quarterly Inspection Data entry at Block level, Corresponding Master data entry at Circle level and Reports based on data, Registration of Societies under Act 1968/Master data correction, Filling Schedules online at Circle level, Approval of Schedule, Monitoring of Schedule data entry progress at Head Office etc., Administrative Report based on data entered online in Schedules.
