Refresher Training for the Probation Officers of NCT, Delhi


A 3 Days Refresher Training Programme for the Probation Officers of Govt. of NCT of Delhi was organized w.e.f. 27th December 2018 to 29th December 2018 for the first time for the Probation Officers of Govt. of NCT of Delhi.

All the participants in this training programme hailed from courts & jails in Delhi, working in close association with the Courts & Jails Authorities, therefore, the Institute provided them maximum practical exposure through the Guest Speakers from the Judiciary, Jails & other Court Authorities besides faculty from the Civil Society and other Voluntary Organisations working in the field of Rehabilitation and Social Inclusion of the Convicts/ Jail Inmates.

At the end the participants highly appreciated the training contents, design & selection of the Guest Speakers in addition to the punctuality & discipline, maintained the cordial atmosphere with beautiful surroundings.

National Inception Workshop on SSAP-State Water Budgeting


An inception workshop on State Specific Action Plan (SSAP) on water sector was organised by National Water Mission (NWM) and National Institute of Hydrology, Roorkee, Uttrakhand (NIH) on 9th December, 2018 at this Institute. The workshop deliberated on the main objectives of SSAP, which are (i) state water budgeting, (ii) Contingency Plan to address the impact of climate change on water resources and (iii) Plans for ensuring water security, safety and sustainability till 2050. About 100 delegates from the participating states/UTs were Himachal Pradesh, Uttra Pradesh, Jammu and Kashmir, Punjab, Haryana, Chandigharh, Delhi and Central Government Organization (CWC, CGWB), Knowledge Institutions, Experts and NGOs participated in the workshop.

Sh. Nitihwer Kumar, Joint Secretary (Admn.)MOWR, RD & GR inaugurated the workshop. Dr. Sharad Kumar Jain, Director NIH, Dr. Dharma Rao, Advisor (C&M), NWM and Hari Pal Singh, Chief Engineer, I&PH, Govt. of H.P. shared the dias with the Chief Guest. The States presented their progress on SSAP during the workshop. The workshop ended with a vote of thanks from NWM.

Training Programme on Sustainable Development Goals


A training programme on Sustainable Development Goals was organised from 17-21 December, 2018 in the Ministry of Rural Development funded mandatory training programmes. The nodal and other concerned officers of different departments related with Sustainable Development Goals were invited as participants in the training programme. The programme aimed at capacity development of the officers towards the Sustainable Development Goals pertaining to their departments for better and effective implementation by them. The specific objectives intended to help the officers to understand concept of Sustainable Development Goals in the context of their development programmes with a view to hone up their skills with various tools and techniques; to sensitize the participants about the vision for development & the journey from MDGs to SDGs, Awareness of global commitment for SDGs and localizing SDGs in own departmental context besides their monitoring & evaluation and to understand the schemes and  status of HP related with Sustainable Development Goals  alongwith challenges and strategies for achievement of Sustainable Development Goals. The programme was delivered through Participatory Training Techniques, Group activities, Training games/Exercises, Brain Storming etc. The participants requested for detailed understanding on each goal instead of deliberations of the goals in the categories of economic, social and environmental goals.

District Level Training Programme on “Gender Budgeting”


In order to address gender specific social, economic and political barrier and other gaps for avoiding gender and socio-economic discrimination the Himachal Pradesh Institute of Public Administration Fairlawns, Shimla organized three days District level training programme on “Gender Budgeting” from 5th to 7th  December, 2018 in this Institute. This training programme was sponsored by the Ministry of Women and Child Development Government of India. The objective behind this programme was to build understanding of Gender Responsive Budget as a tool for promoting gender equality, equity, and also mainstreaming gender in planning and budgeting process. To promote accountability and transparency in fiscal planning and mainstreaming gender perspectives into the whole process of public finance management.

This programme was attended by 41 Officials   representing different District Level Departments, Corporation and Boards of Himachal Pradesh Government. During this programme the topics were deliberated:- Gender Profile of H.P; Budget Formulation Process; Incorporating Gender in the Budgeting Process; Gender and Basic Concepts; Gender   Mainstreaming, Equity, Analysis and  Evolution in India; Gender Responsive Budget; Gender Budget Statement – Evaluating Performance; Relevance of Outcome Budgets; Gender Budgeting in Himachal Pradesh – Different Schemes, Policies & Programmes of WCD in  H.P. - Experience Sharing;  The Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal Act, 2013.) Provisions & Issues; Gender Concerns in Health.

Training Programme on Basic Computer Literacy


A Training Programme on Basic Computer Literacy was organised for non-gazetted officials of State Government from 03.12.2018 to 07.12.2018. The course was attended by 28 participants including Sr./Jr. Assistant, Clerks and JOA. The course contents included the topics viz. Basic Concept of Computer, Various formatting features, Bullets & Numbering, Working with Indents: types of indents, Handling Tables: Creating & Modification of Tables, Merge  & Split Table, Design Formats, Layouts, Online Services, Basics of Internet,  Creating and Using e-mail Account, Cloud Computing Concept,  Handling printer,  Scanning of documents etc.

Training Programme on IT for Effective Office Management


A Training Programme on IT for Effective Office Management was organised for Gazetted & Non Gazetted officials of State Government from 26.12.2018 to 27.12.2018. The course was attended by 19 participants including Principals, Superintendent, JOA(IT), Clerks. The course contents included the topics viz Management of data in computer,  Cloud computing concept and practical implementation, Online application and practical implementation, Scanning of documents, recovering of documents, Encrypt document etc.

Training Programme on Training Skills, Techniques and Methodology


Institute has organized a training for the Officials involved in the training functions on the theme “Training Skills, Techniques and Methodology” from 17.12.2018 to 21.12.2018. The programme was attended by Principals, Tehsil Welfare Officer, Block Medical Officer, ASI-PTC, EE(CCDU), Dy. Directors and ADOs of different departments. During the programme, the interaction were carried out on Systematic Approach to Training, Direct Trainer Skills, Role of IT in training process, Participatory Training Techniques, Design and Content of the programme, Training Need Assessment and Mentoring skills.

Office Procedure and Financial Administraion


The training program organized from 17-21, December 2018 was attended by 48 No. of participants  a mix of Gazetted and Non-Gazetted Govt. Servants from different Departments of State Government. The objective of this training program was to make participants well conversant with various rules applicable in the State for discharging their duties effectively and efficiently. This program provided an insight into Fundamental Rules, Supplementary Rules, Himachal Pradesh Financial Rules, 2009, Budgetary Process, CCS(Pension) Rules, 1972, National Pension System. In this training program the practical session on Pay Fixation, Pension, Leave Rules and TA rules was also convinced in order to improve the skills of participants.

One special session was conducted on Financial Literacy by SEBI where participants were made aware of various financial frauds.

Disciplinary Proceedings


The training program was organised from 20-22, December 2018 and attended by 29 participants from different Departments of State Government. The participants were a mix of Gazetted and Non-Gazetted Govt. Servants. The objective of this training program wasto make participants well conversant with Constitutional Provisions i.e Art.309-311 of the Indian Constitution, CCS(Conduct) Rules 1964, CCS(CCA) Rules, 1965, Penalties for violation of conduct rules and effects of penalties on pay and other benefits of Govt. Servant.

INDUCTION TRAINING PROGRAMME


During the December 2018, 12 days Induction Training Programme was organized at HIPA w.e.f.  10th December 2018 to 21st December 2018 for Hamirpur District which attended by 59 participants.

The Induction Training Programme for Group B (Non-gazetted), Group C Officers/staff in state aimed at developing generic and domain specific expertise for the cutting edge officers/staff for considerable improvement in government capabilities in order to raise and manage public resources more effectively, develop public service delivery become more inclusive, transparent and accountable. This was successfully achieved with implementation of: Generic Training Programme; Visit to NGOs /Centres of Excellence;  Domain specific Training Programme.

Information and Communication Technology


ICT functions as a catalyst in planning process, management and execution of the programmes and schemes. To understand the term and get benefited from the technology in terms of increasing efficiency and effectiveness, the Institute organized a training programme on Information and Communication Technology during 03.12.2018 to 07.12.2018. The programme was attended by 30 participants comprising the Principal’s, Superintendent’s, Veterinary Officer’s, Subject Matter Specialist’s and Panchayat Secretaries.

The sessions were quite interactive and the major discussions were carried out on Data Collection, Data Analysis, Information dissemination, Digital India, Digital Payments, Tech update and surfing safe on the internet. The participants relished the programme.

The course contents included the topics viz.   Overview of the Manav Sampada (PMIS) application, Objectives, Scope of the Application, E-Service Book,  Process  Re-engineering involved, Integration with other application Benefits,Live Demo, Pension module, National eHRMS Model, Department Specific Online Practice Session, Apps (Service Book and Transfer), Submission of online APR and ACR, Demo of Public Portal, Inter Departmental shifting of employees.
