Regional Training of Trainers Programme on “Creation of Task Force of Youth Volunteers for Disaster Preparedness and Response”


 Himachal Pradesh State Disaster Management Authority launched a scheme to train the volunteers at panchayat level in various aspects of disaster risk reduction and management by creating at least 10 to 20 trained resources of volunteers in each panchayat within three years of span. Himachal Pradesh Institute of Public Administrations Fairlawn, Shimla in association with Himachal Pradesh State Disaster Management Authority organized Regional Level three days Training of Trainers Programme for the representatives of NGOs District Kangra, Una and Chamba at Training Centre CORD, Sidhbari District, Kangra  from 27th to 29th August, 2019. The Objective of the Programme was to create  a cadre of master trainers in each districts who will further provide trainings to the Volunteers at panchayat level in the State of Himachal Pradesh for effective disaster risk reduction and management. 

 

This programme was attended by 38 participants representing different NGOs from District, Kangra, Una and Chamba. The contents of the Programme were :- Overview of Disaster Management; Understanding HRVC; Disaster Profile of  India &  Himachal Pradesh; Framework of  Village/Panchayat/Block Disaster Risk Reduction Plan;  Followed by Group work  & Presentation of Group Leader;  Basics of Medical First Aid, Trauma  and CPR ; Hands-on Practice for providing, Medical First Aid and CPR; Community Based Disaster Risk Reduction; Basics of  Search & Rescue Followed by Practical Demonstration;  Types of Fire & Fire Extinguisher with Practical Demonstration. The participants placed on record full satisfaction, so far as  the course organisation, contents and the quality of presentations made by the different Faculty during various following sessions are concerned.

A Study on Declining Child Sex Ratio


The falling child sex ratio in the border district of Himachal Pradesh is the cause of concern for the policy makers of the state. To fill this gap Government of India has launched a slogan Beti Bachao Beti Padhao in all districts of the country. The recognizing the importance of the trends emphasized in the census 2011 data, the planning commission of India incorporated gender equality as an integral part of broader strategy. Keeping in view the above scenario,  HP Institute of Public Administration has decided to undertake a study of the Declining Child Sex Ratio in border districts of Himachal Pradesh in collaboration with NIT, Hamirpur. The propose study will look into the relationship of declining child sex ratio with socio- cultural factors; assess the role of modern Medical Technology in female foeticide and its impact on women health; study the status of child sex ratio at birth with increasing birth order and will suggest the remedial measures for improving child sex ratio in border districts of Himachal Pradesh.  The design for the study will be exploratory as well as descriptive. Appropriate sample for the study will be selected from the border districts under study.

Three Days Training Programme on Incident Response System & Customised NDEM Version 3.0 Geo-Portal for Himachal Pradesh from 5th to 7th August, 2019


Himachal Pradesh State Disaster Management Authority, Shimla in association with National Disaster Management Authority, New Delhi organized a State level Mega Mock Drill on 11th July, 2019 in the State of Himachal Pradesh. During this Mock Drill lack of coordination among various agencies and an absence of role clarity amongst various officers as well as stakeholders have been observed.   

Himachal Pradesh Institute of Public Administration Fairlawn, Shimla in collaboration with Himachal Pradesh State Disaster Management Authority, Shimla organized three days training programme on Incident Response System and Customised NDEM Version 3.0 Geo-Portal for Himachal Pradesh from 5th to 7th August, 2019. The main objective behind first two days  programme was to sensitize the participating officers  about the Guidelines on the Incident Response System (IRS)  issued by the National Disaster Management Authority (NDMA)for effective, efficient and comprehensive management of disasters  and pre-designate the officers to perform various duties as well as train them in their respective roles and responsibilities. The main  objective of the last day’s sessions were to enhance the knowledge and skills of the trainees in developing of decision support system  (DSS) tools for addressing disaster/emergency management and establishing  computer infrastructure to facilitate network connectivity, data ingest, validation, GIS databases organization, data dissemination and services hosting.

The target group for the said training programme were SDMs, Tehsildars and representatives from different line departments such as HPPWD, I & PH, Industries, Fire, Police, Home Guards, Food & Civil Supplies, Economics & Statisticals, Indian Metrological, Rural Development. This programme was attended by 25 Officers of above categories representing various Districts of the State.

Training Programme on "Orientation On Schemes"


A Training Programme on "Orientation on Schemes" was organised for the officials of Women and Child Development Department from 05.08.2019 to 07.08.2018. The course was attended by 39 participants including CDPO and Supervisors. The course contents included the topics viz. Schemes implemented by department, financial management, PMMVY common application software, reporting mechanism under the software, ICPS scheme, CCI, CWC & JJB, Poshan abhiyan components, ICDS-CAS dashboard and quality standard.

Audit & Performance Budget


The training program was organised from 19.8.2019 to 21.08.2019 which was attended by 22 No. of participants from different Departments of State Government. The participants were a mix of Gazetted and Non-Gazetted Govt. Servants. The objective of this training program is to make participants well conversant with Dynamics of Budgetary process in Govt. of Himchal Pradesh, Performance Budgeting and Legislative Procedure of passing bills, Fundamentals of Economy and Integrated Financial Administration also discussed in order to give participants the insight into decision making process in respect of Audit & Budgeting.

Disciplinary Proceedings & Conduct Rules


The training program was orgnised from 26-28th August, 2019 which was attended by 36 No. of participants from different Departments of State Government. The participants were a mix of Gazetted and Non-Gazetted Govt. Servants. The objective of this training program is to make participants well conversant with Constitutional Provisions i.e Art.309-311 of the Indian Constitution, CCS(Conduct) Rules 1964, CCS(CCA) Rules, 1965, Penalties for violation of conduct rules and effects of penalties on Pay and other benefits of Govt. Servant. Case Studies were also discussed in order to give participants the insight into decision making process in respect of imposition of penalty.

A Training Programme on Power Point was organised for Gazetted & Non Gazetted officials of State Government from 19.08.2019 to 21.08.2019. The course was attended by 11 participants including ADO, Tally Operator, Clerks & Ayurvedic Pharmacist. The course contents included the topics viz. Basic concept of PowerPoint application, Slide background, Slide design, Insert picture, Slide transition, Action buttons, Creating hyperlink, Using charts, Do’s & Don’ts in Making Presentations, Insert movie, Sound, Shapes, Custom animation, Setup show, Custom slide show, Using pen colour, Insert Header, Footer, Slide Number, Date & Time, Printing Option in PowerPoint,Rehears Timing, Slide Sorter, Master Slide etc.

Noting and Drafting


The training program was organised from 29-31th august, 2019 which was attended by 37 No. of participants from different Departments of State Government. The participants were a mix of Gazetted and Non-Gazetted Govt. Servants. The objective of this training program is to make participants well conversant with the various provisions under Office Manual for internal decision making and communication of decision through various forms/mediums of communication. Special focus was laid on drafting skills.

Public Service Delivery System under “Sevottam”


A three days training course on Excellence in Public Service Delivery System under “Sevottam” programme  was organised in the Institute w.e.f. 05.08.2019 to 07.08.2019.  This training course was attended by  12 participants who were Section Officers, Fisheries Officers, Asstt. Sub Inspectors, SMS of Agriculture, Principals, Supdts. & JOA(IT) etc.  from different departments of the government.

The course comprised three schedules viz  preparation of Sevottam compliant citizen charter, Grievance Redressal Mechanism and Capability building of the organisation under Sevottam framework to achieve excellence in public service delivery system in the departments/organizations of the govt. The majority of the participants rated the course and performance of the Faculties as Excellent & Very Good.  The Resource persons who interacted with the participants in this course  were Sh. H.K. Sharma, Controller (F&A) Retd.,  Ms. Uvi Tyagi, OSD Directorate of Health, Sh. Manu Mahajan, Core Faculty (Programmer) besides Sh. K.R. Negi (Course Director)
