ToT on “Strengthening of Techno Legal Regime to Ensure Structural Safety”


HIPA in association with Himachal Pradesh State Disaster Management Authority organized three days Training of Trainers programme on “Strengthening of Techno Legal Regime to ensure Structural Safety” from 2nd  to 4th August, 2018 for the Urban Planners, Architects representing T&CP, UD, RD Departments and private sector registered with Town & Country PlanningDepartment and involved in planning, designing, constructions and maintenance of buildings. The main objective to organize this programme was to ensure safe construction by modifying the existing laws, development control rules and building byelaws and to make their use mandatory for effective techno-legal regime in the State.

The contents of the programme comprised General Designing and Planning of Buildings; Earthquake Resistance Design of  Structures  with reference to recent Revision  of EQ Resistance Codes Design Code IS-13920(2016);Cost Effective Housing with Reference to Hill  Areas and EQ; Land Use, Building Material, Basic Services and Labour Costs; Intervention for Cost Reduction; Space Specification, Material specifications ;Technology and Participation of Stakeholders;Regional Planning Approach; Needs, Aspects and Process of Planning for Special Region; Land Use Classifications, and Urban Planning Approach; Constitutional and Legal Provisions for Regional Planning; The Planning Scenario: Content, Need and Process of Renewed Spatial Planning System; Scopes and Purposes ; Critical Area of Concern in the Planning Process related to Earthquake; Techno-Legal- Regime for Structural Safety; T & CP Act & Urban Planning in the Context of H.P;Responsibility of Authorities & Professionals in Compliance of Building Bye-laws; Role of Architects and Urban Planners to provide Seismically Safe Built Environment to the Citizens.

Training Programme on E-Procurement


A Training Programme on E-Procurement was organised for Gazetted Non Gazetted officers/officials of State Government from 24.08.2018 to 25.08.2018. The course was attended by 28 participants including Principals, Asstt. Executive Engineers, Superintendents, JOAs(IT) & Clerks. The course contents included the topics viz. E-Tendering Introduction,  Objectives , Implementation prerequisites  and implementation status in Himachal Pradesh, Software flow, Creation and Publication of Tender, Bid submission, Technical bid opening and Technical Evaluation, Financial opening and Financial Evaluation & Award of Contract/eAuction.

ToT on “Community Based Disaster Risk Reduction”


Keeping in view the importance and role of community in disaster risk reduction, the Institute in association with Himachal Pradesh State Disaster Management Authorityorganized three days State level training of trainers programme on“Community Based Disaster Risk Reduction”From 27th to29thAugust, 2018 at HIPA for the representatives of NGOs and Government officials from line departments. This programme was attended by 34 participants representing almost all the Districts of Himachal Pradesh. The main  objective of the  programme was to highlight a process of local capacity building for the purpose of risk reduction. It also aims at trained NGOs to help the community in development of a contingency plan at their level and enable them to learn to manage disasters and to cope with it effectively. Identity the role of NGOs in pre, during & post disaster scenarios. Majority of the participants rated the training programme and performance of Faculty Excellent and Very Good.  This State level CBDRR programme and course contents were highly appreciated by the participants and they have suggested that such progammes should be organized at Village and Panchayat level also.

Induction Traininig Programme


During the August 2018, 12 days Induction Training Programme was organized at State Training Centre (CCDU) Dhangshidhar, Mandi w.e.f. 20/08/2018 to 31/08/2018  for Kinnaur and Lahaul Spiti districts  

The Induction Training Programme for Group B (Non-gazetted), Group C officers/staff in States aims at developing generic and domain specific expertise in the cutting edge officers/staff for considerable improvement in government capabilities in order to raise and manage public resources more effectively, develop public service delivery become more inclusive, transparent and accountable.

Training Programme on Rural Civil Works


A five days training, focusing on imparting the technical skills on rural civil works vis-à-vis giving an experience of handling AutoCAD, was organized by the Institute w.e.f. 6th to 10th August, 2018. The Assistant Engineers and Jr. Engineers from RD, PR, Agriculture, HP Public Works, I & PH Departments have attended and participated in this training programme. Faculty from Jay Pee University of Information Technology and NIELIT were roped in besides the senior Resource Persons from RDD and PWD.  A total 19 participants have attended this training programme.

Training Programme on Basic Computer


A Training Programme on Basic Computer was organised for Gazetted & Non Gazetted officials of State Government from 06.08.2018 to10.08.2018. The course was attended by 29 participants including Principals, District Attorney, Pharmacists, Supervisors, Sr./Jr. Assistants, Clerks and JOAs. The course contents included the topics viz. Basic Concept of Computer,  Various formatting features, Bullets & Numbering, Working with  Indents: types of indents, Handling Tables: Creating & modification of tables, merge  & split table, Design formats, layouts, Getting familiar with Online Services, Basics of Internet, Downloading files of various formats, Creating and using e-mail account, Cloud Computing Concept,  Handling printer,  Scanning of documents etc.

Financial Management


The State Institute of Rural Development (SIRD) had proposed 3 training programmes on Financial Management for the officers/officials of Rural Development Department during 2018-19. The Institute organized one Training Programme on Financial Management w.e.f. 2.8.2018 to 4.8.2018 in which 20 officers/ officials from the Rural Development Department participated. The programme  was focussed on Overview of Financial Rules, Double Entry System of Accounting,   Maintenance of Cash Book & Accounts, Procurement Procedure and Audit of Accounts etc. Sh Satish Chand Sharma, Joint Director (Trg. & Res.)  was the Course Director for the programme.

Management Information System on Rural Development Applications


A Training Programme on Management Information System on Rural Development Applications was conducted for the non-technical persons of the Department of Rural Development, Himachal Pradesh organized at HIPA, Shimla scheduled during 13/08/2018 to 14/08/2018. The programme was attended by the clerical staff and Junior Office Assistant (IT) of DoRD, HP. In the programme the foremost discussions were held on Double Entry Accounting Software (DEAS), Public Financial Management Software (PFMS), NREGA Soft, GeoMGNREGA and Convergence among the applications. The programme was appreciated by the participants and requested to increase the duration of the programme.

Sevottam Training Programme for Mid level Officers


A three day training programme on Sevottam was organised w.e.f. 16.8.18 to 18.8.18 in this Institute. In this programme 14 participants were present  on the first day of the training  from different department of different levels.  The programme was cancelled due to sad demise of the former Prime Minister Sh. Atal Bihariji.

A three day training programme on Noting and Drafting in official working was organised in this Institute w.e.f. 6.8.2018 to 8.8.2018 for non-gazetted officials of the state Government.  This course was attended by 46 participants from different  departments of the state Government. The course content included were Noting-a Key to the decision making in Government working, Drafting of varous types of Communications in official working, Office Record Management etc.

The course was attended by 28 participants including Principals, JOAs(IT), Clerks, Sr. Assistants and Jr. Assistants. The course contents included the topics viz. Worksheet Basic Concepts, applying various type of formulae, Arithmetic Operators & functions, Data sorting, Data filter & Working across Multiple Sheets.
