District Level Basic and Intermediate Programme on “Incident Response System”


Disaster Management Centre, Himachal Pradesh Institute of Public Administration Fairlawn Shimla in Collaboration with Himachal Pradesh State Disaster Management Authority and District Administration Shimla organized district level three days Basic and Intermediate Programme on “Incident Response System” from 12th to 14th July, 2018 for the gazette officers of District Shimla. The programme was attended by 23 participants representing different Central and State Government departments situated in Himachal Pradesh. National Level   Eminent Resource Persons Col. V N Supanekar (Retd.), YASHADA, Government of Maharashtra, Pune and Col P K Pathak (Retd.),  former Consultant, NIDM, New Delhi interacted with the participants on the following Topics:- Introduction to IRS; Module A:-Principles & Features of Incident Response System; Team Building Exercise; Module B:-Organisation & Staffing; Exercise on Module B:-Organisation & Staffing; Module C:- Incident facilities; Module D:- Incident Resource & Resource Management; Module E:- Organizing for Incidents & Events; Module F:- Incident & Event Planning. All the participants have shown keen interest and attention in all the sessions and participated actively in the group works and discussions too.  It was a diverse group of participants and this enriched the overall learning and training objectives.  During the concluding and Valedictory session, Participation Certificate were distributed to the participants jointly by Col. V N Supanekar (Retd.), YASHADA, Government of Maharashtra, Pune & Shri K.R. Saizal, HAS, Joint Secretary Revenue to the Government of Himachal Pradesh.

Objectives of the Programme:-        The main objective behind this programme was to follow the    Guidelines on the Incident Response System (IRS)  issued by the National Disaster Management Authority (NDMA) under Section 6 of the DM Act, 2005 for effective, efficient and comprehensive management of disasters in the state of Himachal Pradesh and pre-designate the officers to perform various duties as well as train them in their respective roles and responsibilities.
