Committee on Better organisation of Training Programmes
A Committee was constituted by Director HIPA under the Chairmanship of Sh. Satish Chand Sharma, Joint Director (Trg. & Res.) to give its recommendations for better organisation of training programmes, especially IAS & HAS training courses. The other members of the committee included Dr. Rakesh Sharma, Associate Professor (Eco. Admn.); Dr. Rajeev Bansal, Dy. Director (Res.); Sh. Sandeep Kumar, Assistant Professor (IT); and Sh. Pravesh Sharma, Core Faculty (WM). The committee was entrusted the responsibility to
suggest appropriate designs to impart professional knowledge and skills, promote better understanding, develop right attitudinal orientation with focus on learning following appropriate training techniques and delivery mechanisms; to consider and propose appropriate training techniques to develop competencies of the officers to perform efficiently across differing situations and contexts which demand a systematic approach to training; to examine and review the training modules/course contents for the last three years; to suggest new topics to be included in general and revenue & criminal case processing in specific in curriculum for practical orientation of the officers to manage such cases in job situations and to follow the spirit of national and state training policy, vision followed in trainers development programme propounded by DoPT in pursuance of the modules developed by Thames Valley University, London.
The considered different dimensions on the basis of the inputs received from different stakeholders. The issues come forth comprised mostly the change in the delivery mechanisms for imparting training which demanded a radical change in the training techniques. The committee, after giving due consideration to the dimensions reported, submitted its report and recommended Usefulness of Training, Modules/Contents, Focus of Learning, Competency Development, Training Techniques, Revenue & Criminal Law Disciplines, New Topics to be Covered and Topics of lesser Significance as the significant elements to be incorporated in the training modules.
