A Training Programme on GST, OPFA & RTI was organised for officials of Horticulture Department from 08.05.2019 to 10.05.2019. The course was attended by 41 participants including Finance and Account Assistant, Procurement Assistant, Management Assistant, Management Accounts, Procurement, Office assistant. The course contents included the topics viz. GST: A General Introduction (Meaning, Taxes subsumed by GST, Benefits of GST), Main features of GST (Scope of GST; Meaning of SGST,CGST,IGST; Exemptions, Tax Slabs), Specific Provision of GST(Registration, Returns, ITC, Place/Value of supply GST provision related to Government Departments, TDS, TCS etc; An overview of Right to Information Act 2005, Powers and Responsibilities of PIOs/APIOs, Proactive Disclosure and Record Management,  HP Right to Information Rules, 2006, Implementaion of RTI Act in the State, Practical difficulties in disposing of RTI Applications, Powers of FAAs, Discussion on important judgments, Order writing under RTI Act 2005, Noting & Drafting, OPFA, File Management, TA , DA & Medical Rules.
