To strengthen the techno-legal regime in the country sound enough and to ensure safe construction, modification in the existing laws, development control rules, byelaws are required. Keeping in view the seismic sensitivity of the Himachal Pradesh, Himachal Pradesh State Disaster Management Authority and with the Technical Support of Indian Institute of Technology, Mandi organized three days Training  of Trainers programme on “Strengthening of Techno Legal Regime to Ensure Structural Safety”  from 26th to 28th July, 2018 for the structural Engineers of T&CP, RD and UD departments of Himachal Pradesh Government and Private Practioners registered with the Town & Country Planning Department of Himachal Pradesh. This programme was attended by 25 engineers and technical personnel who have been working in Government and Private Sectors in the State of Himachal Pradesh. The participants placed full appreciation, on the record for the course organisation, contents and the quality of presentations made by the distinguished faculty during various sessions.

Objectives of the Programme:-  The main objective to organize this programme was to ensure safe construction in view of  the existing laws, development control rules and building byelaws and to make their use mandatory for effective techno-legal regime in the State of Himachal Pradesh.

Course Contents:-  Introduction to Earthquake: Phenomenon, Causes and Consequences; Structural Response to Earthquake and Concept of Earthquake Resistant Design; Recent Revision of Indian Earthquake Resistant Design Code: IS 1893(2016); Hands on Session on Using Design Code; Planning and Designing of Buildings in Hill Areas -Focus on General Designing and Planning of Buildings, Earthquake Measures (as per IS codes and Otherwise); Recent Revision of Indian Earthquake Resistant Design Code: IS 13920 (2016) with an overview of common detailing mistakes observed at site; Rapid Visual Screening of Buildings for Earthquake Safety; Retrofitting Techniques for Earthquake Risk Mitigation; Techno-Legal- Regime for Structural Safety ; T & CP Act & Urban Planning in the Context of H.P., Responsibility of Authorities & Professionals in Compliance of Building Bye-laws; Selection of Quality Building Materials & Placement of  Iron Bars  Properly for Safe  Build Environment.
